Finding English tranlations of Foreign Language science materials can be very difficult.
In the reference section we have indices of some of the foreign language articles that have been translated into English.

Technical Translations (Science Ref Q1 .T73)
Contains citations for translated materials through 1967. June issues include Jan-June indexes for each year and December issues include Jul-Dec indexes for each year. Author index+. Some information about how to acquire, but information must be quite dated by now.
Consolidated index of translations into English II : 1967-1984 cumulation of Translations register-index. Science Ref. Q158.5 .C667 1986
Located in the Science Reference Collection this index contains citations for thousands of foreign language materials held at one time by the National Translations Center. Unfortunately, the center closed. Because the set only goes through 1984, you might also consult the 1985 volume of the
Translations register-index. Science Ref. Q1 .T73. These dates do not pertain to the original publication date of the article, merely to the date of translation.
The most comprehensive site for acquiring Translations seems to be CISTI in Canada. Some of
their translated documents will appear in their catalogue, but others may not be cataloged.
UNESCO maintains a database of translated books, Index Translationum.
Scientific translation services, while expensive, are available. You might try searching Yahoo or Google or looking in the Yellow pages for such services.
These are rarely of excellent quality, but you might give them a try for words and short passages. Babel Fish, from AltaVista, is quite popular.
