National Public Radio has posted a PDF copy of the Taguba report (no annexes included) on the web. The report is on the U.S. Army "investigation into the alleged abuse of prisoners of war by members of the 800th Military Police Brigade at Abu Ghraib Prison, Baghdad, Iraq."
