LAUC-R Membership Meeting

Minutes November 8, 2005

Science Library, Room 240 2:00-4:00 p.m.

 

Members Present: John Bloomberg-Rissman, Marie Bronoel, Kuei Chiu, Melissa Conway, Ken Furuta, Margaret Hogarth, Heidi Hutchinson, Sylvia Hu, Krista Ivy, Lizbeth Langston, Lynne Reasoner, David Rios, Sharon Scott, Emily Stambaugh, Michael Yonezawa

 

Agenda:

  1. Ken called the meeting to order at 1:10.
  2. Review agenda, no new items.
  3. Welcome new LAUC member Shirley Bigna, Palm Desert campus librarian.
  4. Minutes approved: May 10, 2005 and September 23, 2005, with corrections.
  5. Systemwide bylaws discussion
    1. Standing rules were removed from the bylaws and made into standing rules for the Council, LAUC and Executive Board.

                                                               i.      This was done to expedite change. Bylaws must be changed by the Council and can take up to 2 years for a change to be effected.

                                                             ii.      Bylaws are written loosely and are open to interpretation.

                                                            iii.      This arrangement of standing rules will make the bylaws more stable by removing the need to change them as frequently.

                                                            iv.      This reflects an increase of power at the executive level. Power is concentrated at the Council level, reflecting the Council is the true governing party.

1.       Items do not need to be brought before the whole body. The requirement was reduced from 50 members to 5% of the membership.

2.       Changes do not require a full vote of the membership. A Council vote is much faster.

3.       The change of power to the legislative body is okay with the group.

    1. Under the new system, the Assembly is the meeting and programs, and the Council is the body of people.
    2. A question was raised: Are there separate standing rules for each standing committee? Is there an example of standing rules for a standing committee?

                                                               i.      This is an excellent point to bring up to the assembly.

                                                             ii.      We need to question the lack of information on standing rules.

                                                            iii.      The Process for changing standing rules is not well defined.

    1. Article XIV: The Council may adopt and repeal standing rules for LAUC… Is this at the Council level or at the Executive Board level?

                                                               i.      Are standing rules for the Executive Board modified by the Executive Board?

                                                             ii.      Are standing rules for the Council modified by the Council?

    1. The duties of the president in the bylaws is very brief, article IV, section 3.
    2. It is unclear if committees report to the president or the Executive Board. Article X says that the president establishes committees, but it doesn't address charging committees.

                                                               i.      We would like to recommend that this be put in the standing rules of the Executive Board.

    1. LAUC-R won't revise our bylaws until LAUC has finished revising theirs.
    2. The formula has changed for calculating the number of LAUC delegates from each campus.

                                                               i.      We suggest that the 101-150 set be removed, as no campus is close to having those numbers.

    1. Ken and Marie will take our comments to the Assembly.

                                                               i.      The Assembly will take place December 1 & 2.

  1. It was noted with great regret that Stefanie Wittenbach will be leaving to take another position at the University of Texas. We bid her a fond farewell.
  2. Next meeting is scheduled for January 10.
