David Keith Todd, 1923-2006

Born in Lafayette, Ind., 1923. B.S. degree in civil engineering (Purdue University, 1948); hydraulic engineer, U.S. Bureau of Reclamation, Denver, Colo. (1948-1950); M.S. in meteorology (New York University, 1948); Ph.D. in hydraulics (University of California, 1953). Professor of Civil Engineering, University of California, Berkeley; chairman of the Universities Council on Water Resource; and an instrumental figure in organizing the world-wide International Hydrological Decade. President of Todd Engineers, Emeryville, Calif., a consulting firm specializing in groundwater investigations (1978-2006).

David Todd and the Water Resources Center

Throughout his academic career and later as a consultant, Dr. Todd was interested and involved in the UC Water Resources Center (WRC), a systemwide unit in the Division of Agriculture and Natural Resources that funds research and education about water management in California. Between 1965 and 1970, Todd received numerous research grants from WRC to analyze groundwater management systems. He later served as a member of the WRC Coordinating Board, 1973-1976, helping establish policies and make decisions about the allocation of funds.

In 1957 WRC established the Biennial Groundwater Conference to address groundwater as an important part of California’s water resources. Dr. Todd presented papers or moderated panel discussions at the conference in 1959, 1961, 1967, 1969, and 1973. In 2005, as the keynote speaker for the 25th conference, he presented a retrospective of fifty years of progress in groundwater management.

In addition to his extensive contributions to the Water Resources Center, Dr. Todd was also a staunch supporter of its library component, the Water Resources Center Archives (WRCA), located on the UC Berkeley campus (since moved to UC Riverside and re-named the Water Resources Collections and Archives). His contributions to WRCA were substantial, and he will always be considered one of the founders of this unique resource.

In 1975 Dr. Todd donated to WRCA his consulting reports covering his work from 1957 to 1969. This collection, the David K. Todd Papers, is preserved as part of WRCA’s archival collection and is available for viewing (with advance notice). An inventory of the collection is available online through the Online Archive of California (see url above). In 2000 he donated many additional unique books and reports from his personal library to WRCA.

On April 9, 2002 he lectured on "Managing Ground Water Resources" as part of the California Colloquium on Water, a lecture series hosted by WRCA. As one of the early Colloquium speakers, Dr. Todd helped increase the visibility and prominence of the series.

He was also one of the early financial supporters of WRCA and continued his support until the time of his death.
